Legislative Reform Project on Gender-Based Violence and Children as Co-Victims (2023–2025)

Between 2023 and 2025, Marissa Daruwalla, through SEED – Sex Education Decolonized, conducted extensive independent research and drafting work on a legislative reform proposal aimed at strengthening the protection of victims of gender-based violence in Luxembourg.
The project drew on comparative international legislation, GREVIO recommendations, EU directives, victim testimonies, and interdisciplinary research relating to coercive control, secondary victimisation, and trauma-informed protection mechanisms.
Following the drafting of the initial proposal in 2023, comments and feedback were received from members of civil society and legal professionals regarding aspects of the structure, presentation, and development of the text in 2024.
A version of the reform proposal was later publicly presented in Luxembourg as Petition n°3409 in 2024 and subsequently transmitted to the Chamber of Deputies in 2025 by the asbl LVDS.
Questions relating to authorship, attribution, and recognition of the work are currently the subject of ongoing legal proceedings.
